The Peasant Farmer Reserve Zone (ZRC) is a figure recognised by Law 160 of 1994, and is considered an important instrument for guaranteeing small scale farmers' access to land, to prevent concentration of property ownership, and protect the small scale farming economy and food sovereignty. On 10 December 2002, the Government of President Álvaro Uribe Vélez designated 550.000 as a ZRC in the Cimitarra River Valley. This was later suspended on 10 April 2003. Since then, as part of their work defending the rights of the peasant farmer, the Peasant Farmer Association of the Cimitarra River Valley (ACVC) has called for this suspension to be lifted.
